Speech: Restricting Gun Ownership
Greetings ladies and gentlemen, I would like to thank you all for availing yourselves for this session, despite your busy schedules. For many years the topic of whether guns should be restricted or not from ownership has brought a lot of regiment. To many people owning of a gun is not such a big issue. However, everybody should be aware that guns cause the highest number of deaths because they are owned by a high number of people. A majority of this people owns these guns illegally, and hence there is need to restrict gun ownership. In my presentation today, I am to going explain to you more about the pros of restricting gun ownership. My arguments have been supported by practical examples that I will provide in each part.
Gun regulations differ widely from nation to nation therefore; this presentation focuses upon opinions for laws limiting the right of a private person to own guns. They are different guns that individuals possess for instance, shotguns or handguns and automatic guns. The United States is exceptional in safeguarding the right to possess guns in the second amendment to its constitution.
To begin with, it is important for those who are involved in the enforcement of this law that restricts gun ownership to know that it is only possible to restrict ownership to some extent. Limiting public ownership of specific types of guns can be imposed. This can be done by stopping people, completely, from possessing a specific type of gun. This in turn, limits possession to the majority who may not want to go through legal channels.
Restricting gun possession can be enforced using the regulations that limit gun possession. Of late, there are precise laws that permit the enforcement of limitation of gun possession. A felon, for instance, cannot lawfully buy a gun on the other hand; an underage person cannot lawfully buy a gun. Trustworthy gun dealers should perform unexpected checks to make sure these restrictions are adhered to or enforced. This can also help in keeping away gun possession from those who are psychologically ill. Over the past years, there have been a lot of high profile mass killings by offenders who eventually were found out to have mental illness. An example of such case is the Tech and Tucson incidence. The law is very precise concerning denying possession to these kinds of individuals, though time and again, the gun check is either not completed or stopped to reveal their illness. Thus, it is everyone’s responsibility to identify and address the limitations that are already in the law. Moreover, this can be enforced by screening buyers more closely when they purchase guns.
In another way, restriction of gun ownership can be enforced through the registration of weapons and licenses. This is can be done by requiring persons to register their guns and only permitting certain types of guns. It is of concern that a lot of guns still remain not registered and these limitations seem difficult to apply. Possibly new restrictions should be introduced, for instance, by increasing the number of searches for illegal guns in residential areas to ensure all possessed guns are registered. On the other hand, digital detectors should be put in guns to make searching easy. Although this may seem expensive it will make gun searching faster.
Moreover, restriction of gun ownership can be enforceable by investment in gun ownership enforcement. These laws can be enforceable only if there is more investment in this law. This can be made successful by increasing the pay of those people who are involved in the enforcement of these laws. For there to be an increase in pay for the law enforces then probably there must be more investment in this sector.
On the other hand, restriction of gun possession can be enforced by increasing the price of guns beyond the reach of a normal citizen. Increase in price will make it hard for many people to buy guns hence reducing the number of people who possess them. This law can also be enforced by ensuring that there is no black market for selling of guns, black markets sell guns at a cheaper price thus making them easily accessible.
Likewise, the government can enforce this law by educating people on the negative effects of possessing guns. This can be implemented by introducing classes in learning institution that educate students on the negative effects of possessing guns. This can assist in preventing crimes that arise from youths due to gun possession. On the other hand, television programs can be introduced that talk about negative effect of possessing guns at home.
In addition, the penalty of those who are found in possession of guns illegally should be made more severe. This will keep away or threaten people from breaking this regulation. Imagine being given a life imprisonment because of being found in possession of a gun illegally? This can serve as the best way of threatening people from breaking this regulation.
However, as much as it is wise to enforce of the regulation of gun ownership, I do not consider it likely. This is because gun regulation is already out of hand. Attempting to put in place gun regulation would be impossible and unlikely because a lot of people possess guns already. Therefore, it would be difficult to attempt to either make every individual turn their guns or let the government know that they possess guns. As I conclude my speech, I would like to ask you, can one really regulate a person’s gun activity? If the response is yes then how can you reach the entire populations that possess guns?
