HELB loan only issues loans to students doing diploma courses in TVET institutions that they have approved. You can see a list of TVET institutions where diploma students can apply for HELB loan.
KUCCPS only places students once. Therefore, of you applied for a degree course and you were placed, you will not be able to proceed with a nother application.
You cannot apply for KUCCPS twice. The only thing you can do is to apply for transfer. Since transfer is currently not open and does not apply in your case, you might want to write to CEO of kuccps as unique case requesting for transfer.
