Can someone join ttc even if was locked out by kuccps?

Can someone with C plain who didn't applied with kuccps still get a chance to join teacher's training college in September?

If you applied for placement to TTC via KUCCPS, you will be placed if you meet the course requirements. You will not be automatically be placed to TTC without application. Currently, with window for application is closed.
