On Tuesday 22nd January 2019 president Uhuru Kenyatta through an executive order reorganized his executive structure.  Below is the simplified version of the New Executive Order.

President Uhuru Kenyatta’s Executive Order number 1 of 2019

President Uhuru Kenyatta’s Executive Order number 1 of 2019 was issued in Mombasa on 22nd January 2019 in order to enhance service delivery and efficiency.  The new government  executive structure now has four tiers of authority. It introduces a powerful interior cabinet secretary who political analysts liken his powers to those of the Prime Minister in the grand coalition government.

1.) National Development Implementation and Communication Cabinet Committee.

Is Chaired by Interior CS Fred Matiangi and its Vice chair shall be the Treasury CS Henry Rotich.

This committee is also known as the cabinet sub committee

Responsibilities: implementation and monitoring of all development projects started and funded by the national government and should report to the president.

Members of the committee: All cabinet Secretaries, Head of Public Service Joseph Kinyua  And  Attorney General Kihara Kariuki

2.) National Development Implementation Technical Committee

It is chaired by the Interior PS Karanja Kibicho.

Responsibility: Oversee the Big Four Agenda.

Members of this committee include 14 principal secretaries .

Other members of this committee include Head of Presidential Delivery Unit Nzioka Waita  and Solicitor General Ken Ogeto.

3.) Regional Development Implementation Coordination Committee

It is Chaired by regional commissioners.

Responsibility: Coordinate and supervise the implementation of national government projects at regional or provincial levels.

The committee will also comprise of regional directors of ministries and parastatals and a senior director of the presidential delivery unit.

4.) County Development and Implementation Coordination Committee

It is Chaired by County Commissioners.

Responsibility: Hold public participation meetings at county  grass root levels.

What you should Know about the Executive changes

The constitutional roles assigned to any of the leaders above have not been affected or changed. The deputy president’s roles still remain as stipulated in the constitution of Kenya.
