Yes, your application will still be accepted even if your account is inactive. What is needed are your bank account details. But why would you want to provide an inactive bank account? Just visit your bank's nearest branch with your national ID and activate your account or create a new one.
Creating a new account is free these days. You will only be required to pay less than Ksh. 500 if you need a debit card.
