Only students in their first year of study can be able to change their institution of study. If you are in second year and above, you cannot change.
First of all, you can only apply for inter-university transfer when KUCCPS has opened the portal for inter-university transfer. Second, which year did you do your KCSE exams?
If you want to change a course within the same University then visit the admission office and apply for a change of course. If the course you want to change to is in a different University and you were placed by KUCCPS, then you have to apply for inter-institution transfer.
To change course in the same University, visit the admission office of the university you were placed in and apply for a change of course. Make sure you apply for the changes within the first week of reporting for admission.
I am not sure what you mean by recommendation because that is not what KUCCPS does. If you were placed to do a course in a TVET institution and you want to transfer, then you have to make your application via KUCCPS portal when the transfer period is open. If you decide to transfer without using KUCCPS then you will cease being a government sponsored student.
