If you studied in a private primary school, the assumption is you can afford to raise school fees for secondary school education.
There are three main school-based assessments done in grades 4, 5, and 6 (upper primary). All three assessments account for 60% of the total score that a student will get for completing upper primary. The final assessment is summative assessment that is administered after completing Grade 6. Summative assessment carries 40% of the total score. Therefore, school-based assessment of 60% plus summative assessment of 40% makes it 100%.
