Is it possible to miss a chance and you have all the qualifications for transfer

I was given a course that I was not willing to do is why am asking

You will be placed to a course depending on the availability of chances and competition. If hundred students qualify for a course and the courses has only 80 available spaces then only the best 80 will be placed.
