Do government offer sponsorship in students doing diploma in university

Can i register in university instead of collage though kuccps to do a diploma course and still get government sponsorship and helb loans, i have c+ and above?

My understanding is that helb which is  now HEF only offers scholarships to students pursuing diploma course in TVET  institutions, not university. Government sponsored programmes for University are only available for degree holders.
