Government scholarship not offered as I was applying for HELB Loan

I was done applying for the HEF loan and was at the last step.At step 6 they have only offered me the HELB loan and not the government scholarship.What do I do?

HEF Scholarships are only available for students placed by KUCCPS to Public universities and approved TVET institutions. If you were not placed by KUCCPS then that may explain the reason.
