Is it possible to join a driving school with an ID waiting card?

Is it possible to join a driving school if you have not yet received your National ID but you do have the waiting card for the ID?

You cannot get a vehicle driving license in Kenya if you are under the age of 18 years. The only way to verify that you are not under 18 years is by producing a national ID.  However, you can be given a driving license for motorcycles if you are not under 16 years.

For matatu drivers, you must be over 24 years for your driving license to be endorsed.
