I can't create tims account for ntsa

When I try to register tims account it displays the person doesn't found

If you are creating TIMs account for the first time and your ID number cannot be found then it is likely that you changed your ID.  If that is the case, visit NTSA office near your area to have your new ID  details updated.

When you change your ID number, the serial number also changes. That is why you are getting the error.
