Arrears in p9 form is the income that your employer has not paid you. You need to contact your employer to discuss the same, not KRA.
If you are a Teacher and you have arrears in your P9 Form then it means it is the money TSC delayed to pay you. Arrears in P9 do not mean that you have KRA arrears. If you have a KRA penalty, it will indicate in your KRA account not P9 Form. Just file your tax income returns and you will not see the same arrears in your KRA account.
Negative figures or number when filing your tax returns mean that KRA is supposed to refund you. On other hand, a positive figure means the amount of tax that you need to pay. Zero figure means that you do not have any tax due or refund. You can apply for a refund from the KRA portal.
