HELB portal does not have the option to download any letter. Once HELB loan has been disbursed, you will be notified via SMS or you can log in to HELB portal to see the disbursement status.
If you used a valid email, then the activation link was sent to your email. If it is not in your primary inbox then check your Promotions or Spam tab.
If you cannot still see the activation link, send your ID number and valid email to helb via Facebook message: https://www.facebook.com/HELBpage/ requesting for activation link.
You can also call HELB via 0711052000 and provide them with your email and ID to be sent a new activation link.
