Delay of Huduma number card should not worry you if you applied because it is currently not a requirement anywhere. Huduma Card are released according to the date and location where you applied. Therefore, if you applied in a different date and area it will not produced the same time.

UPI number can only be obtained from the school head where the girl was studying. If the school cannot provide the UPI number, then the other option is to visit the sub-county director of education.
If you are referring to a college or university graduation certificate, then you must have one before applying. A secondary school certificate will not help.
