No, you cannot. There is a deadline for course units registration for any students to be allowed to sit for semester examinations (it is about 2 to 4 weeks from the opening date). If you have not registered for course units by then, you will not be allowed to sit exams, and therefore there is no need to proceed with the semester.
You cannot apply for HEF loan without a Nationa ID. Waiting Card is also not allowed. However, you can apply for HEF scholarships if you do not have an ID Card or are below 18 years. ID is the only recognized document when entering into an agreement with loan providers.
