If you want to apply for HELB, you have to wait until you have received your admission letter. There is no way you can apply for HELB without admission details. KUCCPS does not issue admission letters. It is the University or College that you have been placed that issues admission letters.
If you are referring to doing revision of courses via KUCCPS and you had not selected courses in secondary school, then yes you can. Just apply when first revision of courses begins.
To download the admission letter for Meru University, visit the online application portal and enter your indexnumber/year of kcse, and then click login to download your admission details. If your admission letter is not available then it means that there have not been uploaded to the system. You can email Meru University admission office to followup on the same via admission@must.ac.ke.
Maseno University admission letters are not ready for download for government sponsored students placed by KUCCPS in 2021.
