I have a candidate with 331 marks with hearing disability, Is he qualified?

The candidate is having a hearing problem though. He studied in a public school.

If you are referring to whether your candidates is qualified for Elimu Scholarship then he is qualified in in terms of scores.  Here are other requirements of Elimu Scholarship application.
