Is advisable to apply for helb loan even if you have deferd your studies

I had been placed by kuccps and because of lack of id ,I opted for deferment due to government funding students inform of loans and scholarship and due lack of id it would be impossible to be eligible to loans

If you apply for HELB loan and you defer, the loan will still be disbursed to your school fees account. The best thing to do is to just apply and find a way of handling the situation with your school accountant.
