Is the new fees structures affecting students who deferred for joining university

For instance I deferred from 2020 to join this year,so I don't know if the new funding model of the HEF loan benefit me .I have tried to apply but it's not in my list

HEF loan application is only for students who did their KCSE in 2022 going forward. The rest need to apply for HELB loan. If you did not apply for HELB before deferring, then you cannot apply now.
