How will students who haven't joined campus access smart cards and they need the loan

Do I first have to join campus to get the smart card?If so does it mean students joining campus cannot get loans until they have joined?

First-time applicants are supposed to apply for HEF loan, not HELB loan. Continuing students can check with their dean of students for smart cards.
