What if someone forgets to put the two passports in helb forms?

I didn't get helb and yet I registered. What might be the problem.

Should I apply again afresh or?

If your HELB loan application was rejected, the best thing to do is to appeal not to apply again. However, if you did not complete your application, you can apply again.
