How to change my email address in ecitizen account

I forgot my email address password which made me open another account .Now I can't get my mail because they're all sent in the forgotten password  email address

Login to eCitizen account, on the top menu click "Account Management", then under Account go to Email and click Change to update your email. 

The eCitizen Account verification code is also sent to your phone number. Use the phone number to log in.
