can I apply for helb loan if the deadline has passed?

can I apply for subsequent undergraduate helb loan 2022/2023 if the deadline has passed?

I have tried to apply using the *642#ussd code but the degree option is missing am only seeing diploma and certificate option

You cannot apply for HELB loan past the deadline of application. The option for applying will be disabled. This is both for first-time applicants and second subsequent applications.
