If you accidentally use the wrong email during HELB application, you can change the email by writing to HELB for amendment of account details. Follow the account amendment procedure that we have published on this answer.
If the loan has been disbursed it has reflected in your personal account then you need to confirm with your finance or accounts office in your school about the tuition fee.
HELB loan allocated status means payment has been allocated and now you will have to wait for Disbursement.
If you have not changed your phone number or mobile phone, then go to application in your phone, application manager and click on HELB app and clear cache.
