You are required to fill Certificate of Good conduct form online using the eCitizen portal but at the end of the day you must present yourself at DCI headquarters or Huduma Center for finger print taking.
There is no specific time on how long it takes to get a certificate of good conduct. All you need is to apply and wait. The best thing to do is to make a follow-up at Huduma Centre if it takes more than a month.
Unfortunately, there is no way Huduma Centre can hasten the process. Your fingerprints have to be processed by DCI who is the cause of the delays, not Huduma Centre.
You do not need certificate of good conduct to collect your smart driving license. All that is is needed your national ID and book appointment..
Huduma Center says that there is a delay in processing of Certificate of Good conduct due to the high number of applications received. There is nothing else you can do if you have already taken you finger prints but wait. If you have not taken your finger prints, you can login to eCitizen portal and change your appointment date and location. You might be lucky to get a slot that is available for less than a week.
