When I try to apply for my Subsequent Helb loan via *642# am getting a response the my ID is already registered whereas when I try to apply via Helb app am getting a response that I either changed my phone number or the handset but I haven't changed either

If you have not changed your phone number or mobile phone, then go to application in your phone,  application manager and click on HELB app and clear cache. If that does not work, then you need to contact HELB to reset your app.
