Can a first year transfer to a different university despite not doing any exam

Not doing exams because due to financial problems did not make it to the university on admission date but managed to submit deferment letter and also has submitted transfer form in which both releasing and receiving universities have accepted but no response after 15 working days

The transfer form that you submitted, did you do it on KUCCPS transfer portal or through respective Universities?

I did it through the universities then took the form to KUCCPS Main office

Transfers are done online through KUCCPS portal, am not sure whether your transfer will be approved. You need to go back to KUCCPS and ask them whether they do approve such transfers.
