Placement to University to study a degree programme is mostly reserved for immediate candidates. However, you can apply for diploma, certificate and craft courses.
You cannot apply for KUCCPS twice. The only thing you can do is to apply for transfer. Since transfer is currently not open and does not apply in your case, you might want to write to CEO of kuccps as unique case requesting for transfer.
You will be admitted to University the same date as your colleagues. Most Universities do wait for inter institution transfer to be completed before they begging admission process.
The transfer form that you submitted, did you do it on KUCCPS transfer portal or through respective Universities?
This is not possible if you have already been placed by KUCCPS. Therefore, the only option you have is self-sponsored program.
