HEF Scholarships are only available for students placed by KUCCPS to Public universities and approved TVET institutions. If you were not placed by KUCCPS then that may explain the reason.Read more about HEF loan and scholarship application requirements.
If the loan has been disbursed it has reflected in your personal account then you need to confirm with your finance or accounts office in your school about the tuition fee.

Currrently, HELB does not fund students from Railways Training Institute. Only students studying in TVET institutions under the ministry of education can be funded by HELB.
