Provisional Driving License (PDL) approval is done by your driving school not NTSA. To check whether your PDL has been approved, login to your NTSA TIMS portal, click on test booking, if your PDL has been approved, you will be able to book a driving test. If you are getting an error message like no pending application, then your PDL has not been approved by your school. Your PDL has to be approved twice. The first time is when you joined the school and the second time is after atleast 21 days from the day you joined the school. The 2nd approval is to enable you book your driving test.
If you are not able to login to NTSA TIMS portal because you change ID and therefore the serial number changed, then the best option you have is to visit NTSA office near you to have your details updated. You will be advised to call or email or tweet NTSA but they hardly respond. You will be among the lucky few if they respond to your inquiry online. Therefore, visit NTSA office to have your problem sorted.
To apply for change of vehicle color, login to NTSA TIMS portal and book the vehicle for inspection on change of particulars, select color change once the vehicle is inspected, apply for a new logbook.
You can't renew your provisional driving license unless your school has approved the application. You must contact your driving school so that they can authorize application of another pdl.
