You cannot apply for KUCCPS placement Twice. If you have already been placed then there is no other option to apply again. You can also not transfer institutions at the moment.
Yes you can apply. HELB also offers loans to private sponsored students. However, chances of getting are low if you cannot provide enough evidence to prove why you need the loan.
Students placed by KUCCPS to private universities under Government Sponsorship programme should apply for HELB loan as government sponsored students.
