You need to have a C+ and above to be placed to University to pursue degree courses. For C (plain), you can apply for diploma courses, and after completing the diploma course, then you can apply for a degree course.
Yes, you can apply for KMTC as a regular student (Government Sponsored Student) with a KCSE mean grade of C (plain). You should however have a C (plain) in Kiswahili or English and C (plain) in Biology.
