Yes, previous year of KCSE cut-off points are the one used for the current year of KUCCPS revision. Since KCSE which was done is 2021 is for KCSE 2020 then the cut-off points for the previous year that will be used are for 2019.
To do a degree or bachelor course in any University in Kenya, you must have KCSE Mean grade of C+ and above. For specific degree course cut-off points, login to KUCCPS student portal https://students.kuccps.net/ and you will see the cluster points for each course when you open it. You must be logged to view the cutoff points for each course.
KUCCPS cut-off points are the weighted cluster points of the last competitively placed student in a given degree course.
If your cousin was placed by KUCCPS then you cannot apply again for placement. If she applied as a self-sponsored student then she is allowed to apply for a different course that she meets the requirements.
