Yes, according to a statement made by President William Ruto on January 3, 2023, HELB loan will be abolished and replaced with a new body called National Skill and Funding Council (NSFC). The plan is to use NSFC to mobile funds (from bursaries, grants, and scholarships) for TVET and University funding. This will see the 11 billion that HELB receives double to 22 billion under NSFC. Timelines have not been provided on when HELB loan will be abolished. We will update this answer when that happens.
