Unfortunately, you have lost that chance. Once your admission letter has been generated by the University that you were placed, you are now a student of that University and KUCCPS mandate ends there. You are required to write a deferment letter to your University of placement (ideally within the first two week of admission) if you cannot report within the required dates.
There is nothing KUCCPS can do. You need to visit the institution where you were placed or contact them and inquire whether your placement space is still available.

You cannot apply for KUCCPS twice. The only thing you can do is to apply for transfer. Since transfer is currently not open and does not apply in your case, you might want to write to CEO of kuccps as unique case requesting for transfer.
Revision of courses is on going and the deadline is on 11th June 2021. Kindly make sure you have done revision of courses. Students will be placed after revision of courses.
