If I apply for a certificate can I be placed for diploma if qualified?

No, you cannot. If you apply for a certificate course, you will be placed for a certificate course and if you apply for a diploma course you will be placed for a diploma course.

If you qualify to apply for a diploma course then don't waster that opportunity of applying.

Yes, you are eligible for government loans but not scholarships. Scholarships can only be applied by immediate KCSE graduates placed by KUCCPS.
