Inter-institution transfer window is currently closed. You are required to apply for inter-institution transfer when the application window is open. There is also no option to transfer degree to diploma.
My understanding is that helb which is now HEF only offers scholarships to students pursuing diploma course in TVET institutions, not university. Government sponsored programmes for University are only available for degree holders.

KUCCPS does not offer sponsorship to students. The role of KUCCPS is to process and place students who will be sponsored by the government to various Universities, Colleges and Technical institutions. This is will depend on the process that you used to transfer. If you did not transfer via KUCCPS portal then you need to seek advice from your admission office on whether you will still get government capitation.
