Do you mean a self-sponsored program, if yes then you can change your course? However, you need to meet the course requirements for each course. The best thing to do is to visit the admissions office for advice.
If you have lost your UPI number or you do not remember it and both schools cannot retrieve it, then the only option you have is to visit the county director of education or sub-county director of education so that you can get help with retrieving the UPI number.
