To apply for HELB, you need to have a valid Kenyan ID number, therefore there is no way you can apply with a waiting card.
You are required to apply for HELB loan 4 times which represents four years of study. Helb will suspend your account if you have applied more than 4 times.
Login to HELB loan portal, then click Loan application and then diploma. You will see the option for Afya Elimu Loan (Medical Training Institutions). As at the date of posting this answer, application are only open for Second & Subsequent applicants.
If you have previously been receiving Afya Elimu helb loan and you were denied this time, it is because the funding to the loan was reduced.
You cannot apply for HELB loan past the deadline of application. The option for applying will be disabled. This is both for first-time applicants and second subsequent applications.
