If you made your application in first revision and you have successfully been placed to a course of your choice, then you do not need to do KUCCPS second revision of courses. Second revision is only for applicants who were not placed after first revision.
Login to kuccps student portal, if you see a message informing you that you have provisionally secured a course subject to approval then it means that you have been placed. If you see a message informing you that you should revise your choices because “you did not merit your placement choices" then it means that you have not been placed and therefore you should do second revision.

If you referring to inter-institution transfer under government sponsored, through KUCCPS, then yes. However, you can only apply for inter university transfer once the system is open. That is after completion of second placement. You will be required to provide your university transcripts and evidence to prove why you want to transfer.
