You cannot apply for HEF loan without a Nationa ID. Waiting Card is also not allowed. However, you can apply for HEF scholarships if you do not have an ID Card or are below 18 years.
ID is the only recognized document when entering into an agreement with loan providers.
Currently, you cannot apply for HELB loan with a waiting card. However, there is a bill in parliament that seeks to allow under-18s to apply for HELB loan.
