There was an error at NTSA TIMS portal that required students who have passed their driving test to first apply for an interim driving license then apply for a Smart driving license (DL).If you are not getting any errors then you can directly apply for Smart DL. However, if you are getting errors then you need to first apply for an interim driving license before applying for a Smart driving license.NOTE: You can now generate an interim driving license using this procedure.
Login to NTSA TIMS portal and check whether your details are available in the TIMS portal. If there are, then you can apply for Smart DL.

Currently it is not possible as you will get an error that you have a pending application. NTSA has promised to rectify the problem. Before they rectify, the only option you have is to first apply for interim driving license then apply for Smart driving license (DL).
If you have not changed your phone number or mobile phone, then go to application in your phone, application manager and click on HELB app and clear cache.
