I'm I required to pay college fees if placed under government sponsorship?

I recently applied for the government sponsored courses at TVET via KUCCPS. I have been issued with an admission letter and the fees structure. I thought being government sponsored, it was free.

It is not free. Government-sponsored students do pay some percentage of school fees depending on the course and level of education. Therefore, being placed by KUCCPS does not mean you are not going to pay anything but the school fee you pay is about a quarter of what private sponsored students pay.
