The devolution conference went down on April 21, 2015 at Kisumu County. In attendance was the opposition and ODM party leader Raila Odinga. Raila indicated that despite all the problems, devolution has put Kenya on the right path. The fruits of devolution have begun to be felt in many regions in Kenya.
The opposition leader stated that during the eras of provincial commissioners, people were not allowed to question about development. The PC had the final say on what to do with public funds. With devolution, people are now aware of their rights. That is why there are several demos in county governments by inhabitants demanding for their rights. This is a sign that we are heading to the right direction said Raila.
Raila Odinga commended Turukana County for significantly increasing the allocation of scholarship funds. Raila Odinga also commended the developments in Muranga County. He however noted that the high level of corruption in County government is hindering further development.
The ODM party leader also urged the government to put Kenyan’s interest first after narrating a painful story of a girl in Garissa University who was killed after making several calls to her mother for more than 7 hours without getting any help.
